NBA Sets Salary Cap At $53.135 Million

So what does this mean for teams over the cap, but under the tax level?? How are they punished??

It's not even a real cap, IMO. So what if you're over the cap?? You just pay taxes. The NFL is best b/c you can't play if you're over.
